No future Rounds but a continuous window?

Google wants continuous Rounds of new gTLD applications.

According to Jean Guillon:
The first Round of the ICANN new gTLD program was a test for the future. Now many back-end registries have been able to identify themselves and have their technical capacity tested by ICANN, future Rounds should - logically - be shorter. These requests, made by ICANN insiders and applicants, give an overview of what applying to a new gTLD is about to become: a simplified process. The future could even be: "to apply for your new gTLD, click here".
